No. Fifteen-position connectors have different density, row and shell arrangements, while VGA also specifies signal assignments. Equal contact count does not establish mechanical or electrical compatibility.
Use the connector drawing for contact numbering, viewing direction and PCB termination locations. Use the equipment or application circuit for RS-232, CAN or other signal assignments.
