In the voltage, but the dwell time differs too, and both numbers have to be read together.The WHSG24701-2KG is proof-tested at 3000 VAC where the ordinary parts in this package are tested at 1500 VAC. The WHSG24701-2KG is held for 2 s; the ordinary parts are held for 60 s. Leakage current is 1 mA in both cases.
A hipot figure is a proof-test condition for the component, not a continuous working voltage and not a safety approval for the finished product. Creepage, clearance and agency certification still have to be established at equipment level against the standard you are certifying to.

Take it for outdoor cable entries, campus links between buildings and telecom access ports where induced lightning energy reaches the magnetics; for a short link inside one chassis the WHSG24701G is enough. Both sit in the100/1000 BASE-T range.
