In the voltage, but the dwell time differs too, and both numbers have to be read together. The WHSG24701-2KG is proof-tested at 3000 VAC where the ordinary parts in this package are tested at 1500 VAC. The WHSG24701-2KG is held for 2 s; the ordinary parts are held for 60 s. Leakage current is 1 mA in both cases.
A hipot figure is a proof-test condition for the component, not a continuous working voltage and not a safety approval for the finished product. Creepage, clearance and agency certification still have to be established at equipment level against the standard you are certifying to.
The K21 line on the WHSG24701-2KG datasheet is a component-level surge statement, printed as "K21 Surge compliant : @CWG (1.2/50us, 6.0KV Max.)". The bracket gives the test waveform and its ceiling – a 1.2/50 microsecond combination-wave generator at up to 6.0 kV.
That line describes how the WHSG24701-2KG behaves under that waveform. It is not an equipment-level approval and it does not replace port protection design, where the achieved level still comes from the gas discharge tubes, TVS devices and grounding around the RJ45. When the port faces higher transient stress: that is the only place these two parts differ. The WHSG24701-2KG and the WHSG24701G share one package, one suggested land pattern and one pin-to-net assignment, their inductance, resistance, insertion loss, return loss, crosstalk and rejection limits match item for item, and both are non-PoE parts operating from 0 °C to +70 °C.
What the WHSG24701-2KG adds is the higher proof voltage and a published surge line. Take it for outdoor cable entries, campus links between buildings and telecom access ports where induced lightning energy reaches the magnetics; for a short link inside one chassis the WHSG24701G is enough. Both sit in the 100/1000 BASE-T range.
