No. WHRJ31288C002 is an RJ45 jack without magnetics.
Place a LAN transformer between the PHY and the jack, or choose an RJ45 jack with integrated magnetics if board space is tight. Data rate and PoE capability are then set by the transformer.
What does Tab Up/Down mean for WHRJ31288C002?
Tab Up/Down describes where the latch sits relative to the PCB.
With Tab Up the latch faces away from the board; with Tab Down it faces the board. Choose the orientation that matches your enclosure opening and LED placement, and check the mirrored pinout before swapping one for the other.
