Does the WHSG24R03C0 support PoE+?

Yes. The WHSG24R03C0 is rated for IEEE 802.3at performance with 720 mA current capability. It is a Single Port 100/1000 Base-T LAN Transformer, and its OCL of 350 µH min is specified at 100 kHz, 0.1 V with an 8 mA DC bias applied.

What insertion loss and return loss does the WHSG24R03C0 deliver on Gigabit links?

Insertion loss is -1.2 dB max from 0.5 to 1 MHz and -0.2-0.002*f^1.4 dB max from 1 to 125 MHz. Return loss is -16 dB min from 1 to 40 MHz and -10+20*log(f/80) dB min from 40.1 to 100 MHz. Cross talk and common mode rejection are both -30 dB min from 1 to 100 MHz, tested at 25°C ± 5°C.
