Can the 720 mA current capability of WHS16002-1PTG be converted directly into usable power at the powered device?

No. The 720 mA value is the current capability of the power path through the magnetics, not a guaranteed power level at the powered device. Usable power also depends on PSE voltage, cable voltage drop, the number of powered pairs, connector and PCB copper temperature rise, and PD conversion efficiency. Calculate the complete power-delivery path; do not promise a power value by multiplying 720 mA by a nominal voltage.

Why does WHS16002-1PTG specify both inductance at 8 mA bias and a 720 mA power-current capability, and are the two values contradictory?

They are not contradictory. The 350 μH minimum open-circuit inductance is a signal magnetizing parameter measured at 100 kHz, 0.1 V, and 8 mA DC bias. The 720 mA value is the current capability of the power path. They serve different test purposes and cannot substitute for one another. Link performance and power-path temperature rise must be evaluated separately.

How should the 1500 VAC, 60 s dielectric withstand condition of WHS16002-1PTG be interpreted?

It is a power-frequency dielectric withstand test between windings: 1500 VAC, 1 mA leakage-current limit, for 60 s. It is used in production or type testing to verify insulation integrity; it is not a permissible continuous operating voltage. System insulation must also be evaluated against the target safety standard, pollution degree, altitude, creepage distance, and equipment construction.
